Recruitment to one post each of Deputy Adviser (Fisheries) and Deputy Adviser (Consumer Industries) in Pay Band:3 of Rs.15600-39100+ Grade Pay of Rs.7600) in the Planning Commission on Promotion/ Transfer on Deputation (including short term contract) basis:
Deputy Adviser (Fisheries)-Post-1
Pay Scale: Pay Band:3 of Rs.15600-39100+ Grade Pay of Rs.7600
Age: Max 56 years as on the last date of receipt of applications from the date it published in the Employment News.
Qualification:
(i) Master’s Degree in Veterinary Science/ Animal Husbandry/ Fisheries or related field or discipline of a recognised University or equivalent.
(ii) 10 years’ experience in research/ development/ planning/ execution of development projects/ programmes in the field of fisheries inland/ marine.
Desirable:
(i) Doctorate Degree in the relevant field.
(ii) Experience of extension work in the areas in essential (ii) indicated above.
(iii) Experience of preparation of or techno economic evaluation of feasibility studies/ detailed project reports.
Eligibility For Deputation:
Officers working under the Central / State Governments / UT Administrations/ Universities/ Recognised Research Institutions/ Public Undertakings holding analogous posts on regular basis or with 5 years’ regular service in posts in the pre-revised scale of pay of Rs.10000-325 15200 or equivalent including the Departmental Senior Research Officers of the Planning Commission with 5 years service in the grade rendered after appointment thereto on a regular basis
Eligibility For Promotion:
Senior Research Officers of the Planning Commission with 5 years service in the grade rendered after appointment thereto on a regular basis
Job Responsibility:
(i) To examine schemes and plans of the Central and State Governments/Union Territories relating to the development of Fisheries and other associated activities;
(ii) To organise and participate in the studies undertaken by the Agriculture Division pertaining to the Fisheries sector;
(iii) To assist the Head of Agriculture Division in the organisation, direct and guide the studies undertaken by the Agriculture Division;
(iv) To do such work as may be assigned by the Head of Agriculture Division from time to time.
Deputy Adviser (Consumer Industries)-Post-1
Pay Scale: Pay Band:3 of Rs.15600-39100+ Grade Pay of Rs.7600
Age: Max 56 years as on the last date of receipt of applications from the date it published in the Employment News.
Qualification:
(i) Masters’ Degree in Chemistry/ Pharmacy or Degree in Chemical/ Leather/ Textiles/ Sugar Engineering/ Technology or a recognised University or equivalent.
(ii) 10 years’ experience in research/ development or in planning/ implementation of development projects/ programmes in one or more of the consumer industries like sugar/ textiles/ leather/ chemicals/ pharmaceuticals / drugs/ cements, etc.
Desirable:
(i) Doctorate Degree in Chemistry/ Pharmacy or Masters’ Degree in Chemistry/ Leather/ Textile/ Sugar Technology/ Engineering.
(ii) Knowledge of principles and/or policies of industrial licensing, foreign investment and collaboration, research and development in consumer industries.
(iii) Experience of techno economic evaluation of feasibility studies or detailed project reports.

Job Responsibility:
To assist the Joint Adviser (Consumer Industries)/Adviser (Industry):
(i) Planning in relation to various aspects of development of consumer industries;
(ii) Implementation of development programmes/projects in consumer industries;
(iii) Examination of specific, technical/economic and other aspects of problems arising in consumer industries;
(iv) Formulation of policies of industrial licensing, foreign investment and collaboration, etc. for consumer industries;
(v) Preparation of techno-economic evaluation reports on feasibility studies and detailed projects reports in consumer industries field;
(vi) Coordination with the Ministries of the Government of India and Public Sector Undertakings in matters relating to planning of consumer industries;
(vii) To undertake studies relating to demand, production, investment, appraisal, pricing, distribution and implementation and monitoring of projects in the area of consumer industries; and
(viii) To discharge other duties as may be assigned.

The closing date for receipt of applications will be 60 days from the date of publication of advertisement in the Employment News. Confidential Report Dossier / Attested Photocopies of last 5 years, Integrity Certificate, Vigilance Clearance Certificate and the list of major/ minor penalties, if any, imposed on the officer during the last 10 years / No Penalty Certificate (in prescribed format) in respect of the officer are also required to be sent alongwith the application. Applicant should ensure that the application is complete in all respects and is in the prescribed proforma. No column of the format should be left blank. Wherever information is “Not Applicable” or it is “Nil”, it may please be so stated. Only complete applications (two copies) received through proper channel alongwith all the documents on or before the specified closing date shall be considered. Applications received after the closing date or those which are not in the prescribed proforma or those which are incomplete or advance applications will not be considered.
